Yaman Akgün
Chief Executive Officer, Ziraat Asset Management
Yaman AKGÜN graduated from the Middle East Technical University, Department of Statistics. He began his professional career at Ziraat Bank Banking School in 1995. Afterwards, he held various positions in the Capital Markets and Treasury Departments.
He served as Head of Portfolio Management at Ziraat Asset Management between 2006 and 2010. In 2017, he rejoined Ziraat Asset Management as Assistant General Manager, and since 2021, he has been serving as the General Manager and a Member of the Board.
He attended executive training programs at the Frankfurt School of Finance & Management and the New York Institute of Finance.
Mr. AKGÜN is the Chairman of the Turkish Institutional Investment Managers’ Association (TKYD) and a Board Member of the Turkish Capital Markets Association (TSPB).
He also serves as a Board Member of the European Fund and Asset Management Association (EFAMA).
Khalid Abdullah Al-Hussan
Chief Executive Officer, Saudi Tadawul Group
Eng. Khalid Abdullah Alhussan is a Board member and the Chief Executive Officer of Saudi Tadawul Group. He also serves as the Chairman of the Saudi Exchange, the Securities Depository Center Company (Edaa), the Securities Clearing Center Company (Muqassa), Wamid, an applied technology services business and the in-novation arm of Saudi Tadawul Group. Additionally, Al Hussan is a board member in the World Federation of Exchanges (WFE) and Tadawul Real Estate Company, and E-Finance for Digital and Financial Investments (S.A.E).
Alhussan has more than 16 years of capital market and financial sector experience and possesses a wide range of expertise from business development and corpo-rate planning to strategy and operations. Preceding his appointment as CEO of the Group, Eng. Khalid was the CEO of The Saudi Stock Exchange (Tadawul) - now known as the Saudi Exchange - for more than 5 years.
Throughout his tenure at the Exchange, Khalid has overseen the introduction and implementation of several key development programs, including the Qualified For-eign Investor (QFI) framework, the inclusion of Tadawul in the emerging markets’ indices, the launch of Nomu and the derivative markets, the development of the fixed income market and the record-setting IPO of Saudi Aramco. Notably and most recently, led the transformation into the Saudi Tadawul Group.
Prior to joining the Exchange, Eng. Khalid worked in the insurance sector, managing areas of business product development and strategy.
Khalid is an engineer and holds an MBA from the University of Colorado, where he is also a certified entrepreneur.

Jorge Alegria
Chief Executive Officer, Bolsa Mexicana de Valores
He has held various positions of high responsibility in the financial and markets sector, including Senior Director of CME Group (Chicago Mercantile Exchange), representative in Mexico and in charge of the development of markets, clients and derivative products for Latin America.
Previously he served as Managing Director of MexDer (Mexican Derivatives Market) and as Deputy Managing Director of the Mexican Stock Exchange, in charge of Market Operations and Data Services of the BMV Group. Prior to that, he was CEO of ABN AMRO Securities (Mexico) and Deputy Managing Director of Scotia-bank Inverlat México.
He chaired the International Options Markets Association (IOMA) abroad for three years. Mr. Alegría graduated as a Public Accountant specialized in Finance from ITAM (Instituto Tecnológico Autónomo de México), where he has also been a part-time professor teaching the topic of Derivatives Markets in Mexico. He has taken and taught various advanced courses and seminars in Mexico and abroad, specialized in capital markets, FINTECH and financial derivatives.
Abena Amoah
Managing Director, Ghana Stock Exchange
Abena Amoah is the first female Managing Director of the Ghana Stock Exchange, appointed by the Exchange’s Council on November 24, 2022. Ms. Amoah, who joined the Exchange as Deputy Managing Director on August 1, 2020, has been in the capital market industry over the past 25 years and is highly respected for her technical knowledge, business acumen, outstanding professionalism, and integrity.
She is currently the Co-Chair of the International Capital Market Association (ICMA) Pan-African Committee, and the World Federation of Exchanges named her one of the top 20 Women Leaders for 2023.
She has broad boardroom experience gained from serving on, or advising, the boards of publicly listed, private and not-for-profit organisations such as the Central Securities Depository (Ghana) Limited, Minerals Income and Investment Fund, Access Bank (Ghana) PLC, Coronation Asset Management (Nigeria), Kosmos Energy Ghana HC, The Foschini Group (Ghana) Ltd, the University of Ghana, the Ghana Petroleum (Stabilization and Heritage) Funds and the African Women’s Development Fund.
She has previously worked with the BlackIvy Group LLC; Renaissance Group, where she was CEO of New World Renaissance Securities Ltd and Head of Investment Banking & Finance in West Africa (ex-Nigeria) for Renaissance Capital; and Strategic African Securities Ltd, where she was Executive Director.
She is an alumna of the University of Ghana, which recently awarded her with an Honorary Doctorate Degree for her immense contribution to Industry. She has also undertaken academic and leadership studies at the Stanford Graduate School of Business, Harvard Business School, and the University of Denver’s Daniels College of Business.
Dr. Adu Anane Antwi
Board Chairman, Securities and Exchange Commission, Ghana
Dr. Adu Anane Antwi is a chartered accountant and a lawyer, and currently the Chairman of the Governing Board of the Securities and Exchange Commission, Ghana (SEC Ghana). He served as the Director-General of SEC Ghana from July 2011 until his retirement in December 2016 and has since his retirement being in private practice with his private legal and financial consultancy firm, Finlaw. Prior to serving as the Director-General of SEC Ghana he was in private practice with Finlaw and a partner in A & A Associates, a firm of chartered accountants. Prior to entering private practice, he worked as the Director of Corporate Finance & Investment Management at SEC Ghana from July 1999 to December 2003. Dr. Antwi has also previously worked as the Director of Investment & Fund Management at the National Health Insurance Authority and as Chief Accountant and Ag. Director of Finance at the Ghana National Procurement Agency.
Dr. Antwi has delivered capital market/investor education training programmes in Ghana, Indonesia, Kenya, Mauritius, Nigeria, Peru, Sierra Leone, Spain, South Africa, and South Korea. He has served on a number of financial market committees including the West African Securities Regulators Association, Financial Sector Regulators Forum, West African Capital Markets Integration Council, Financial Stability Board Regional Consultative Group for Sub-Saharan Africa, National Bond Market Committee, Long Term Savings Committee, Technical Committee on Listing of SOEs, Financial & Economic Sector Team of the National Economic Dialogue, Cost & Financing Team of Ghana Poverty Reduction Strategy, Financial Sector Consultative Committee, and ECOWAS Integration Committee (Ghana-Nigeria Bilateral Co-operation).
Dr. Antwi currently serves as an Adjunct Lecturer at the University of Ghana Business School and the University of Ghana School of Law where he teaches financial markets regulation. He has previously served as an Adjunct Lecturer at the Ghana School of Law, the Central University, the Ghana Institute of Management and Public Administration, and the National Banking College. He has also served as an Instructor for the Ghana Stock Exchange’s securities courses and as a Resource Person for the West African Institute for Economic and Financial Management, Nigeria.
Dr. Adu Anane Antwi holds a BSc. Administration degree (1989) and an MBA degree (1992) from the University of Ghana and also a Doctor of Business Administration degree (2014) from the Paris School of Business, France. He studied to qualified as a Chartered Accountant in 1996 with the Institute of Chartered Accountants, Ghana and as a lawyer in 2007 with the Ghana School of Law.
Prof. Dr. Erişah Arıcan
Chair, Borsa İstanbul
Prof. Erişah Arıcan started her academic career as research assistant at Marmara University Economics-Finance Department in 1988. She transferred to Marmara University Banking and Insurance Department in 1990 and with her thesis entitled “The Central Bank and the Auditing of Monetary Volumes”, earned her Ph.D. degree in 1991. She received an associate professor degree on Economic Policy in 1999, and professor degree at Marmara University Banking and Insurance Graduate School in 2015. Arıcan worked as Assistant Director and Board member of Marmara University Banking and Insurance Graduate School between 1998 and 2006, and as Director, between 2006 and 2015. She was appointed as the Director of Marmara University Banking and Insurance Institute in August 2015, and is currently in office. In addition to her role as Marmara University Banking and Insurance Graduate School Banking Department Chairman and Board member she has been carrying out since 2002, Prof. Arıcan assumed the title of Marmara University Banking and Insurance Institute Banking Department Chairman and Board member in September 2015. Prof. Arıcan has numerous studies and books on Turkish economy, economic systems, money-banking, central bank practices, financial markets and organizations. Prof. Dr. Erişah Arıcan was elected as Borsa İstanbul Board Member on April 1, 2016, as Board member of Turkiye Wealth Fund on September 12, 2018. Ms. Arıcan was elected as Chair of the Board at Ordinary General Assembly Meeting on September 27, 2018. She is married with two children.
Dr. Islam Azzam
Chairman, The Egyptian Exchange (EGX)
Dr. Islam Abdel Azim Azzam has held numerous leadership positions, most notably serving as Deputy Chairman of the Financial Regulatory Authority (FRA) from January 2021 to August 2025, during which he oversaw the capital market, insurance, and non-banking financial sectors.
He previously served as Advisor to the Chairman of the Mortgage Finance Authority from 2007 to 2009, and as Assistant to the Chairman of FRA from 2003 to 2005. He was also Managing Director of the SME Investment Fund “Bedaya,” and Advisor to the Minister of Investment. Dr. Azzam began his career as an Economic Analyst in the Market Surveillance Department at the FRA.
Academically, Dr. Azzam is Professor of Finance at the American University in Cairo (AUC), where he chaired the Finance Department and the Graduate Studies Program in Finance from 2005 to 2021. He has also served as Assistant Professor of Economics at the Faculty of Commerce, Suez Canal University; Visiting Professor of Finance at Stellenbosch University, South Africa; Visiting Professor of Finance at the Arab Academy for Science, Technology & Maritime Transport, Egypt; Visiting Assistant Professor of Economics at the Faculty of Economics and Political Science, Cairo University; Visiting Assistant Professor of Economics at the London School of Economics; and Lecturer of Economics at the University of California, Irvine, USA.

Julie Becker
Chief Executive Officer, Luxembourg Stock Exchange (LuxSE)
Julie Becker has been at the helm of the Luxembourg Stock Exchange (LuxSE) since April 2021. She joined LuxSE in 2013 and was appointed to its Executive Committee in 2015, before being named Deputy CEO in 2019, and CEO two years later.
Her career in the financial sector in Luxembourg spans over two decades and includes positions at the Central Bank of Luxembourg and Dexia.
In 2016, Julie Becker founded the Luxembourg Green Exchange (LGX), the world’s leading platform for sustainable securities. A recognised expert in the field of sustainable finance, Julie Becker has represented LuxSE and LGX at numerous, international expert forums and conferences over the past years, including the EU High-Level Expert Group on Sustainable Finance from 2017 to 2019 and the United Nations High-Level Dialogue on Financing for Development in 2023.
Julie Becker is a member of the board of directors of several Luxembourg-based financial industry associations and the Chairwoman of LuxCMA, a capital markets industry association established in 2019. She was awarded "The inventor" by Global Landscape as part of their campaign "16 Women Restoring the Earth" in 2019 and was named the "Most Influential Economic Decision Maker in Luxembourg" in the 2022 edition of the Paperjam Top 100.
Julie Becker played a crucial role in the founding of the Luxembourg Women in Finance Charter. She is a member of the Luxembourg Gender Finance Task Force, launched in 2023, and the EIB’s Women Climate Leaders Network, launched in 2024. She was appointed as a member of the University of Luxembourg’s Board of Governors in 2023, and as a Bloomberg EU Women in Finance ambassador in 2024.
Julie Becker specialises in regulatory and legal matters linked to capital markets.

Sunil Benimadhu
Chief Executive, Stock Exchange of Mauritius
Sunil Benimadhu joined the Stock Exchange of Mauritius (SEM) as Chief Executive in May 1998. He has played an instrumental role in uplifting the operational, technological and regulatory infrastructure of the SEM and contributed to its emergence as one of the leading Exchanges in Africa. He is the Chairman of Global Finance Mauritius, the apex body of private sector operators in the financial services industry. Sunil was a Board member of the World Federation of Exchanges (WFE), a key standards-setter in the Exchange industry at the global level.
Thomas Book
Member of the Executive Board, Deutsche Börse AG
Thomas Book is a member of the Executive Board of Deutsche Börse AG, responsible for Trading & Clearing. A pioneer in electronic trading, he joined Deutsche Börse Group in 1995 as a member of the team that rolled out Deutsche Terminbörse’s remote membership concept across Europe and the US, gaining deep insights into the impact of innovation and technology in the exchange industry. Book was also a member of the project team that built Eurex, the first cross-border exchange merger of its kind. In 2001, he rounded off his profound industry knowledge with his Ph. D. thesis Electronic Exchange Trading and Global Markets”. As a member of the Executive Board of Eurex and Eurex Clearing, Book subsequently shaped Deutsche Börse’s trading and clearing business for many years. From 2007 to 2016, he was responsible for the clearing business of Eurex, expanding the value proposition following the 2008 financial crisis. In 2016, he took responsibility for trading at Eurex as its CEO, before being appointed to the Executive Board of Deutsche Börse in 2018. He is responsible for the Trading & Clearing division, which includes Cash Market, Financial Derivatives, FX & Digital Assets, Commodities and Market Data.
Tim Brennan
Head of Capital Markets & Exchange Strategy, S&P Dow Jones Indices (S&P DJI)
Tim Brennan is Head of Capital Markets and Exchange Strategy for S&P Dow Jones Indices (S&P DJI). In this role, Tim focuses on how S&P DJI interacts with the various areas of capital markets with an emphasis on exchanges, liquidity and product issuance (exchange-traded derivatives [ETDs], exchange-traded products [ETPs]). Tim ensures that S&P DJI has a comprehensive strategy for how best to optimize its exchange collaboration, with the aim of getting S&P DJI branded ETDs and ETPs listed on the exchanges that satisfy the needs of our clients, liquidity providers and liquidity seekers.
Prior to joining S&P DJI, Tim was the Chief Commercial Officer for ABN AMRO Clearing Chicago. It was in this role that balance sheet optimization became a primary focus. Previous to working in clearing, Tim held various roles in trading, market making, execution and industry advocacy across multiple asset classes for both the buy side and sell side. He was at the forefront of automated trading in the U.S. as a member of the team at Morgan Stanley that built the automated options market making business. After Morgan Stanley, Tim joined Citadel and was instrumental in starting the Citadel Execution Services business. Tim was a Managing Director at Merrill Lynch, where he was responsible for the options market making business. He also spent time at the NYSE, rounding out his education in trading and markets. Tim has extensive knowledge covering ETDs, ETPs, fx derivatives, market structure, algorithmic trading, clearing and exchanges. He is passionate about the benefits of transparency and open access in markets.
Tim has served as a Director on the boards of the International Securities Exchange (ISE) and Boston Options Exchange (BOX). He holds the following licenses: 7, 63, 3, 4, 24, 55 and 56.
William J. Brodsky
Chairman, Cedar Street Asset Management
William J. Brodsky is chairman of Cedar Street Asset Management, LLC, an investment management firm devoted to investing in equity securities in international markets, and chairman of Bantamac Asset Management, an investment firm specializing in option strategies for high-net-worth investors.
During his combined 35-year career at the Chicago Mercantile Exchange (CME) and Chicago Board Options Exchange (CBOE), he was recognized as a global leader in the development of the future and options markets. His contributions to Chicago's futures and options markets were a major factor in Chicago's becoming the world's preeminent city for the futures and options markets.
Brodsky served as chairman of the CBOE Holdings Inc. now known as Cboe Global Markets and its predecessor firms between 1997 and 2017. He also served as the chief executive officer of the CBOE from 1997 to 2013. During his CBOE tenure, he served as the chairman of the World Federation of Exchanges and the International Options Market Association. From 1985 to 1997, he was president and CEO at the Chicago Mercantile Exchange. Prior to joining CME in 1982 he served as Executive Vice President of the American Stock Exchange in New York City.
Brodsky was nominated by President Biden and confirmed by the U.S. Senate in 2022 to the Board of Directors of the Securities Investor Protection Corporation (SIPC), which maintains a special reserve fund authorized by Congress to help investors at failed brokerage firms.
Brodsky earned a bachelor's degree in political science from Syracuse University's College of Arts and Sciences and the Maxwell School of Citizenship and Public Affairs in 1965 and a J.D. from the College of Law in 1968, and a honorary Doctor of Laws in 2024.
He is a trustee of Syracuse University where he serves on the Board’s Investment and Endowment Committee as a Life Trustee participant.
Olga Cantillo
Executive Vice President & General Manager, Latin America Stock Exchange (Latinex)
Olga Cantillo is the executive president and CEO of Latinex. She studied banking and finance and has over 30 years of professional experience in the financial-services industry. Olga is chairwoman of the Ibero-American Federation of Stock Exchanges (FIAB), a member of the Executive Committee of the Central Securities Depository Association of the Americas (ACSDA), secretary of the Association of Capital Markets of the Americas (AMERCA), a member of the Independent Advisory Committee of the UN Sustainable Stock Exchanges Initiative (SSE), an independent board member of BI-Bank Panama, and a board member of Fundación Calicanto.
Ashishkumar Chauhan
Managing Director & CEO, National Stock Exchange of India
Shri Ashishkumar Chauhan is the MD & CEO of the National Stock Exchange of In-dia (NSE). A technocrat from IIT Bombay and IIM Calcutta, he was part of the found-ing team at NSE. He is credited with setting up first screen-based trading in India, mobile trading, mutual fund distribution through exchanges, markets for SME shares, satellite telecom, the NIFTY index, derivatives trading and many other modern developments in the Indian stock markets. He is considered as the father of modern financial derivatives in India.
Ashish has been fulfilling NSE’s mandate of being a frontline regulator that ex-tends well beyond any comparable exchange in the world. NSE, today, is the larg-est exchange in the world in terms of the number of orders and trades per day. He has been instrumental in the success of NSE IFSC and in bringing SGX NIFTY to GIFT IFSC which is a pivotal moment in Indian Financial Markets in line with Prime Minister Narendra Modiji’s vision for Amrit Kaal. He has also played a significant role in the establishment of the Social Stock Exchange.
Prior to joining NSE back in 2022, he was the MD and CEO of the Bombay Stock Ex-change for 10 years. He is a member of the University Grants Commission and the Chancellor of the University of Allahabad. He is on the board of IIM Calcutta, ONDC and other institutions of repute. He is a faculty at Nottingham University, UK and Toronto Metropolitan University, Canada. He has also worked in the Reliance group and as the CEO of Mumbai Indians IPL cricket team in its formative years.

Carmine Di Noia

Carmine Di Noia is the Director for Financial and Enterprise Affairs at the Organization for Economic Co-operation and Development (OECD), from 2022.
Previously, he was Commissioner of the Italian Securities and Exchange Commission (CONSOB) from 2016. He was also alternate member of the Board of IOSCO and the Board of Supervisor at the European Securities and Markets Authority (ESMA), chair of the Committee of Economic and Markets Analysis (CEMA) and of the Post-Trading Standing Committee at ESMA, and vice chair of the Corporate Governance Committee at OECD.
He had been Deputy Director General at Assonime, member of the board of the Italian Stock Exchange, chairman of the Policy Committee of EuropeanIssuers and head of the technical secretariat of the Italian Corporate Governance Committee.
He was member of various working groups at the European Commission: European Securities Market Expert Group (ESME), Clearing and Settlement Advisory Monitoring Expert Group (CESAME); Forum Group on Auditors Liability; Securities Expert Group on FSAP.

Korkmaz Ergun

Korkmaz Ergun earned his undergraduate degree at Ankara University Faculty of Political Science, Department of Business Administration and started his career at Borsa İstanbul the same year. He completed his masters’ degree and PhD at Marmara University, Faculty of Economics. Having 25 years of Stock Exchange and Capital Markets experience, Ergun has administered the evaluation of the initial public offerings of numerous companies, and the examination and market activities of the companies listed on Borsa İstanbul. Moreover, Ergun is the Deputy Chairman of Takasbank Board of Directors. He is also a Board Member of the World Federation of Exchanges (WFE).
Dato’ Fad’l Mohamed
Chief Executive Officer, Bursa Malaysia
Dato’ Fad’l Mohamed was appointed as the Chief Executive Officer (CEO) of Bursa Malaysia Berhad on 1 March 2025. In this capacity, he also serves as the director of key subsidiary companies within the Bursa Malaysia Group. Dato’ Fad’l brings a track record spanning 30 years in legal, capital markets and investment banking, across various roles. He most recently served as Managing Director, Group Wholesale Banking at RHB Bank Berhad. Prior to that, he was the CEO of Maybank Investment Bank from 2018 until 2024.
Before joining Maybank Investment Bank in 2015, Dato’ Fad’l was the Managing Director of Maestro Capital Sdn. Bhd., a licensed corporate finance adviser he founded in 2004, In that role, he advised on mergers and acquisitions, capital raising and IPOs. Dato’ Fad’l’s career foundation included stints in Dresdner Kleinwort Benson, an investment banking firm, the Securities Commission Malaysia, and Messrs Rashid & Lee. Dato’ Fad’l obtained a Masters in Business Administration from Imperial College London, UK and a Bachelor of Laws (Honours) degree from the University of London, UK. In addition, he holds a Certified Diploma in Accounting & Finance from The Chartered Association of Certified Accountants, and is a Fellow Chartered Banker with the Asian Institute of Chartered Bankers. Dato’ Fad’l is also a Certified Expert in Sustainable Finance, from the Frankfurt School of Finance & Management.
Dato’ Fad’l is passionate on advancing the nation’s business and financial landscape through developing collaborative and nurturing ecosystems. He currently serves as Deputy President of the Kuala Lumpur Business Club.
Emil Framnes
Global Head of Equity Trading and Transition, Norges Bank Investment Management
Emil Framnes is the Global Head of Equity Trading and Transition at Norges Bank Investment Management (NBIM), the Norwegian sovereign wealth fund. Emil’s responsibilities include all execution spanning electronic and high touch equity markets, managing teams of traders based in Oslo, New York and Singapore.
Emil also manages a team of portfolio managers who manage the Fund’s transition activities including inflows, rebalances and implementation of strategic investment decisions. To support these global functions, Emil also manages a trading regulation review team, which publishes industry white papers on well-functioning markets and submits NBIM’s views on market structure regulatory reviews. He is also a member of NBIM’s investment committee.
Emil earned a BSc in Mathematics and an MSc in Financial and Actuarial Mathematics from University of Oslo, Norway.

Andrea Gentilini has been Head of Financial Market Infrastructures division of the Commission de Surveillance du Secteur Financier (CSSF) since February 2017. He is also Alternate Member of the ESMA Board of Supervisor for the CSSF and represents the CSSF in several ESMA Standing Committees (MSC, RSC, DSC). Since March 2023, he has been appointed Chair of the ESMA Post Trading Working Group and co-Chair of the T2S Cooperative Arrangement. He is also Chair of the ESMA CSDR TF, responsible for the ESMA report on Shortening the settlement cycle in the EU.
Andrea Gentilini has been Chair of the CEMA EMIR Task Force, responsible for the development of EMIR risk indicators, to promote data driven supervision and supervisory convergence, as well as knowledge sharing and peer learning.
Andrea Gentilini joined the CSSF in 2014 and has been working in the Financial Market Infrastructure Division ever since, contributing to the development of the CSSF’s authorisation process for CSDs under CSDR and support the work of the CSSF in the policy activity related to CSDR, EMIR and SFTR. Before joining the CSSF in 2014, he worked 15 years in the financial sector, mainly as portfolio manager, in Luxembourg and in P.R. of China.
Andrea Gentilini was born in Milan, Italy and studied economics at Bocconi University, where he obtained also a MSc in economics.
İbrahim Ömer Gönül
Chairman, Capital Markets Board of Türkiye (CMB)
İbrahim Ömer Gönül was appointed as the Chairman of the Capital Markets Board of Türkiye (CMB) on April 18, 2022.
Mr. İbrahim Ömer Gönül started his professional career as a fixed income securities manager at Şekerbank TAŞ and then continued working in fund management as a TL fund transactions dealer. Thereafter, in 2004, Chairman Gönül started working for the Capital Markets Board of Türkiye (CMB), at the Institutional Investors Department where he became in charge of managing process flows. Later on, he served as Human Resources Manager and Deputy Head at the Department of Administrative and Financial Affairs at the CMB. In 2014, he was appointed as Vice Chairman of the CMB. In addition to his Vice Chairman role at the CMB, he served as the Chairman of the Board of Directors at the Central Registry Institution Real Estate Information Center (GABİM) and as a Member of the Advisory Board at Erzincan University.
Mr. İbrahim Ömer Gönül holds a Bachelor’s Degree in Economics from Bilkent University. He completed his Master's Degree in Business Management at Atılım University. Holds professional capital markets licenses in Türkiye- equivalent to Chartered Financial Analyst (CFA). He is currently continuing his studies for the Doctorate Degree in Political Economy at Atılım University.
Dr. Güzhan Gülay
Executive Vice President, Borsa İstanbul
After graduating from the Faculty of Business Administration of Istanbul University in 1993, Güzhan Gülay completed Ziraat Bank Banking School and worked as a specialist in the Capital Markets Directorate of the same bank. He joined Borsa İstanbul family as an assistant specialist in the Equity Markets Directorate in 1995, became a specialist in 1998 and a manager in 2014 in the same department. He was appointed as the Business Development Director in 2018 and as the Precious Metals and Diamonds Market Director in 2019. He has acted in many projects by taking fundamental positions in designing, configuration, testing, legislation and development for the improvement of the markets and infrastructure of Borsa Istanbul. After his master’s and doctorate education, he acted as a visiting lecturer for a year at the City University of London Bayes (formerly Cass) Business School and taught part-time at various universities. He took his Associate Professor degree in 2023.
Edward Knight
Executive Vice Chairman, Nasdaq
As Executive Vice Chairman, Edward Knight manages global government relations and serves as a senior advisor on public policy and litigation.
During his tenure as Nasdaq’s General Counsel from 2001 to 2019, Knight championed many causes for investors and public companies: proxy reform; corporate governance modernization, including the JOBS ACT passage in 2012; regulatory re-form; immigration reform; and enhancing the self-regulatory organization model. He has worked tirelessly to ensure Nasdaq’s U.S. equity market maintains its posi-tion as the premier global marketplace for capital formation.
Knight currently serves as a member of the Advisory Board of Columbia University’s School of International and Public Affairs and is a member of the District of Columbia, Texas and Supreme Court Bars. He is a life member of the Council on Foreign Relations and sits on its Committee on Corporate Affairs. Knight is Vice Chair-man of the Board of the U.S. Chamber of Commerce and Chair of the U.S.-India Business Council. He is also chair of TechNet's Executive Council. He is a member of the Nasdaq Dubai Board and the Board of the World Federation of Exchanges. He is based in Nasdaq’s Washington, D.C., office.
Before serving as FINRA’s General Counsel from 1999-2001 and then NASDAQ’s General Counsel, Knight served as General Counsel of the U.S. Department of the Treasury from September 1994 to June 1999 — the longest tenure since the position was created in 1934. Upon his departure, he received the Alexander Hamilton Award, the Department's highest honor. He also received the Honor Award from the Secret Service. Before being named Treasury General Counsel, Knight served as Executive Secretary and Senior Advisor to Secretary of the Treasury Lloyd Bentsen. He also served as a member of the Obama Transition Team at the U.S. Treasury Department in 2008-2009.
Prior, he was a partner with the law firm of Akin, Gump, Strauss, Hauer and Feld in Washington, D.C. A Texas native, Knight received his Bachelor of Arts, with honors, in Latin American Studies from the University of Texas at Austin and his Juris Doctorate from the University of Texas School of Law.
Angelina Kwan

Angelina is a passionate advocate for technology, digital assets, and blockchain, with a strong focus on advising start-ups. She currently serves as the Chief Executive Officer of Stratford Finance, a consulting firm dedicated to addressing regulatory and operational challenges in the financial services and digital assets sectors. In this role, she provides expert guidance to brokerages, fund managers, and technology providers.
Ms. Kwan is an experienced financial services executive with a robust background in senior management roles at prominent organizations, including Hong Kong Exchanges and Clearing Limited (HKEX), the Securities and Futures Commission (SFC), Cantor Fitzgerald, CLSA, Dresdner Kleinwort Benson, and HG Asia/ABN AMRO.
She is particularly knowledgeable in the digital asset space, having previously served as the Global Chief Operating Officer of BitMEX and the HashKey Group. In these roles, she has also consulted for and advised brokerages, fund managers, and technology providers on regulatory and operational matters.
In addition to her corporate responsibilities, Angelina contributes her expertise to various Hong Kong government boards and committees, including the New Business Committee of the Financial Services Development Council; Cantonese Opera Development Fund Investment Committee member. She chairs The Women’s Foundation and serves on the boards of the Ebenezer School for the Blind, the University of Wollongong Hong Kong, Web3 Harbour, as well as Chevalier Hong Kong and Zurich Life Insurance, Hong Kong.

Boon Chye Loh
Chief Executive Officer, Singapore Exchange Group, & Chairman, The World Federation of Exchanges
Over the years, Mr Loh has played a key role in the development of Southeast Asia’s capital markets, having held a number of senior advisory positions. Apart from his directorship on the SGX Board from 2003 to 2012, he has been on the Boards of GIC Pte Ltd since November 2012, Economic Development Board Singapore since February 2017 and the World Federation of Exchanges since September 2017. He is also Chairman of the Sim Kee Boon Institute for Financial Economics Advisory Board and Co-Chair of the Council for Board Diversity.
With a career in the financial industry that spans three decades, Mr Loh was most recently Deputy President and Head of Asia Pacific Global Markets at Bank of America-Merrill Lynch from December 2012 to May 2015. He was also the bank’s Country Executive for Singapore and Southeast Asia and a member of its Asia Pacific Executive Committee. From 1995 to 2012, Mr Loh was with Deutsche Bank AG, where he held various leadership roles including Head of Corporate & Investment Banking for Asia Pacific and Head of Global Markets for Asia.
Mr Loh is a council member and Distinguished Fellow at the Institute of Banking & Finance Singapore and a council member at the Singapore Business Federation. He was also previously Chairman of the Singapore Foreign Exchange Market Committee, as well as Deputy President of ACI Singapore.
Mr Loh holds a Bachelor of Engineering degree from the National University of Singapore.
Astrid Ludin
Deputy Commissioner, Financial Sector Conduct Authority
Astrid Ludin is a Deputy Commissioner at the Financial Sector Conduct Authority of South Africa since June 2021. Her responsibilities include oversight over financial market and retirement fund supervision. She has more than 25 years of experience in public policy and regulation, and led major law reforms, including the reform of company, consumer protection and credit legislation in South Africa between 2002 and 2007. In her capacity as Deputy Director-General at the dtic, she had policy responsibility for competition, company, intellectual property, consumer protection, credit, gambling, lotteries, and liquor legislation and exercised oversight over the associated regulatory agencies.
Astrid spent 3 years at the Competition Commission (1999 to 2002), responsible for stakeholder relations, communications, education and voluntary compliance, and was involved in a number of major mergers and investigations. She served as the first Commissioner of the Companies and Intellectual Property Commission (CIPC) between 2011 and 2015, where she oversaw the modernisation of the office and its transformation into a regulatory institution.
In various consulting capacities, Astrid has provided research and policy advice to the dtic, the National Treasury, the Prudential Authority, Strate, a range of South African financial services firms, and financial sector regulators in Africa. Her areas of expertise include consumer protection, market conduct and financial market regulation, financial inclusion, financial education and innovation.
John McKenzie
Chief Executive Officer, TMX Group, & Vice-Chairman, The World Federation of Exchanges
Mr. McKenzie is a member of the TMX Group Board of Directors and also a member of the Board of Directors of several TMX Group subsidiaries.
Mr. McKenzie has worked for TMX for over 20 years; prior to his appointment as CEO on August 17, 2020, he served as Chief Financial Officer and was responsible for corporate strategy, corporate development, investor relations and the financial management of the company as well as for the administrative oversight of TMX Group’s Capital Formation business. He has led various TMX acquisitions, including the Maple transaction, and the acquisitions of Montréal Exchange and Trayport.
From July 2015 to August 2016, Mr. McKenzie served as President of CDS, Canada’s equity and fixed income clearing house and a wholly-owned subsidiary of TMX Group. Prior to that he was the Chief Operating Officer (COO) and CFO of CDS.
Mr. McKenzie is a Chartered Professional Accountant (CPA, CMA) and has an MBA from Edinburgh Business School, Heriot-Watt University and an Honours BA from Wilfrid Laurier University. He has served on a number of boards, and is currently the Vice-Chairman of the World Federation of Exchanges, and a Board Member and Treasurer for the Hamilton Health Sciences Foundation.
John McPartland
Senior Advisor, Hidden Road Partners LP
John McPartland is Senior Advisor at Hidden Road Partners, a quantitative investment firm and global prime broker. He spent the entirety of his professional career in the derivatives industry in the roles of commercial banker, broker, FCM executive, CME member, CCP executive and until his recent retirement, Senior Policy Advisor in the Financial Markets Group of the Federal Reserve Bank of Chicago. In that capacity, he participated in influencing public policy germane to market structure, high frequency trading, CCP default waterfall components, 24/7 infrastructure and clearing concentration issues. He is a graduate of the University of Minnesota and a US Air Force veteran.
David Ngai

David Ngai - David is currently the Managing Director of State Street Bank and Trust Company, responsible for the managing of the Compliance practice for Global Market’s businesses in Apac. David is also serving as the Alternate Chief Executive for our Hong Kong Branch. On top of governance, David is also responsible for the managing of the relationships with the Regulators and Central Banks in the region from Market Infrastructure, and Supervisory perspective.
Previously Managing director, Asia Pacific for Global Financial Markets Association’s Global FX Division, David had been working with a group of 25 major international banks engaged in the discussions with the Regulators and Central Banks in multiple jurisdictions around clearing, execution, trade reporting, Code of Conduct, and Business Practice Rules, and has been taking a proactive role in ensuring the industry meets enhanced transparency requirements driven by the G-20 from the FX perspective, including the FX Global Code.
David is accountant by profession graduated from the University of Birmingham with Master degree in Public Administration and Development, and qualified with Arthur Andersen. David had since then being a Regulator with the Hong Kong Securities and Futures Commission’s Enforcement Division, and followed by various regional compliance management positions with major financial institutions including Macquarie and J.P. Morgan.
Other than Compliance, David has also been advising Global Markets Business Units and participating in various committees with the Regulators, and Markets Associations in the region, including being the co-convenor of the conduct and disciplinary committee, and examinations committee for the Hong Kong regulatory body.
Mark Peterson

Mark joined NZX in May 2015 and became Chief Executive in April 2017. He has 30 years’ experience in financial services covering the capital markets, private wealth, institutional and retail banking, and insurance. Mark previously worked as the Managing Principal of ANZ Securities, and before that held senior management roles with First NZ Capital, ANZ and The National Bank of NZ.

Bjørn Sibbern has been the CEO of SIX since January 2025. Previously, since joining SIX in January 2024, he led the stock exchange business as Global Head Exchanges and a Member of the Executive Board. Bjørn Sibbern has experience managing large teams in the fields of trading, funds, post-trade, listings, IPOs, data, index business, and technology. Before joining SIX, he served as Executive Vice President and President of European Markets at Nasdaq. In this role, he led the Nasdaq markets and exchanges across the Nordic and Baltic regions. He was also responsible for trading, listing, clearing, settlement, and the data business in Sweden, Denmark, Finland, Iceland, and the Baltic nations. Mehmet Simsek
Minister of Treasury and Finance, Republic of Türkiye
Mehmet Simsek served as the Deputy Prime Minister for Economic and Financial Affairs of Türkiye during 2015-2018.
He previously served as the Minister of Finance (2009-15), and as the Minister of Economy (2007-09). He was elected to the Parliament for three terms (2007, 2011, 2015) representing the ruling AK Party.
Mr. Simsek has formulated the fiscal policy which has helped Türkiye recover strongly from the global financial crisis. He has also undertaken far reaching reforms such as simplifying tax regulations, enhancing taxpayers’ rights, and reducing the size of shadow economy.
During his 11 years of public service as a minister, Mr. Simsek was a strong advocate of structural reforms and prudent macroeconomic policies. The country’s strong fiscal position and reform efforts have helped Türkiye weather multiple (domestic and external) shocks over the past decade. A credit guarantee scheme, enhanced under Mr. Simsek’s leadership, helped the country avoid a recession after the failed coup attempt in 2016.
Mr. Simsek represented Türkiye as a governor at the IMF, the World Bank Group and the IsDB and as the Finance Minister of Türkiye at the G20. He has regularly attended several international forums including the World Economic Forum in Davos, and the Bilderberg Group meetings.
Before entering politics, he worked for Merrill Lynch in London for seven years, initially as economist and strategist, and later as the head of Fixed Income Strategy and Macro Economic Research for the emerging EMEA region (2005-2007). From 1998 to 2000, he was a senior economist and bank analyst at Deutsche-Bender Securities in Istanbul. Earlier in his career, he worked on Wall Street for UBS Securities in New York (1997-1998), and as a senior economist at the US Embassy in Ankara (1993-97).
Mr. Simsek holds a B.S. in Economics from Ankara University and worked as a research assistant in the University’s International Economics and Economic Development Department. He also studied in United Kingdom after being awarded a competitive Turkish State Scholarship. He holds an M.PHil in Finance and Investments from Exeter University. Mr. Simsek is also a member of the Global Economic Symposium (GES) advisory board.
Mr. Simsek was born in 1967, in a small village in Batman, a province in Southeastern Türkiye. He is married, has twin girls, and a boy. He is fluent in Turkish, English and Kurdish.
Nandini Sukumar
Chief Executive Officer, The World Federation of Exchanges
Nandini Sukumar is the Chief Executive Officer of the World Federation of Exchanges, the global association for exchanges and CCPs. The WFE represents more than 250 exchanges and clearing houses globally, educating stakeholders on the vital role played by market infrastructures in the real economy and as a standard setter, finding the consensus on issues among the global membership. Of its members, 35% are in Asia-Pacific, 45% in EMEA and 20% in the Americas. WFE exchanges are home to 47,919 listed companies, and the market capitalisation of these entities is over $109 trillion; around $137 trillion (EOB) in trading annually passes through WFE members (at end 2020). WFE’s 57 member CCPs collectively ensure that risk takers post some $800bn (equivalent) of resources to back their positions, in the form of initial margin and default fund requirements. Ms. Sukumar is Vice Chair of IOSCO’s Affiliate Members Consultative Committee and Chair of the AMCC’s Sustainability Taskforce.

Mr Carlson Tong is Chairman of Hong Kong Exchanges and Clearing Limited.
Mr Tong is also an Independent Non-Executive Director of MTR Corporation Limited, Standard Chartered Bank (Hong Kong) Limited and the Hong Kong Investment Corporation Limited; and a director of the World Federation of Exchanges. He is also a member of the International Advisory Council of National Financial Regulatory Administration.
He was Chairman of KPMG China and Hong Kong from 2007 to 2011 and was Chairman of the Asia-Pacific region and a member of KPMG’s global board from 2009 to 2011. He was also an independent non-executive director of Standard Chartered PLC from 2019 to 2024.
Mr Tong has been actively involved in capital markets throughout his career, with deep expertise in corporate governance and regulatory compliance. He served as a member of the Main Board and Growth Enterprise Market Listing Committee of The Stock Exchange of Hong Kong Limited from 2002 to 2006, before becoming the chair from 2006 to 2008.
Mr Tong was appointed Chairman of the Securities and Futures Commission from 2012 to 2018. He oversaw the launch of several major policy initiatives during his term, including the introduction of the landmark Stock Connect programme and the mutual recognition of funds between Mainland China and Hong Kong.
Mr Tong has also been devoting his time to the local community, and was very active in Hong Kong’s education and youth sectors. He was Chairman of the English Schools Foundation, the Hong Kong Sports Institute and the University Grants Committee of Hong Kong.
Mr Tong is a Fellow of both the Institute of Chartered Accountants in England and Wales (ICAEW) and the Hong Kong Institute of Certified Public Accountants. He received the 2022 ICAEW Outstanding Achievement Award, and was awarded an honorary Doctor of Business Administration by the Hong Kong University of Science and Technology, an honorary Doctor of Social Science by the Chinese University of Hong Kong, as well as an honorary Doctor of Social Sciences by the Education University of Hong Kong.
Mr Tong was awarded the Silver Bauhinia Star and the Gold Bauhinia Star by the Hong Kong Special Administrative Region Government in 2014 and 2019, respectively.
Dr. Matthias Voelkel

Dr. Matthias Voelkel has been Chief Executive Officer of Boerse Stuttgart Group since 1 January 2022. He is also Chairperson of the Management Board of Boerse Stuttgart Digital Holding GmbH.
Prior to this, Dr Matthias Voelkel joined McKinsey in 2006, was elected partner in 2013 and became leader of the global Capital Markets Infrastructure and Exchanges Practice in 2014. Before joining McKinsey, he was an advisor to the Chairwoman of the European Parliament's Committee for Budgetary Control from 2002 to 2004.
Dr. MatthiasVoelkel holds a doctorate in law and studied at the Universities of Freiburg, Oxford and Heidelberg. He completed his legal clerkship at the law firm Freshfields Bruckhaus Deringer and the German Embassy in the US, among other locations.
Since March 2023, Dr. Matthias Voelkel has been a member of the Board of the “Deutsches Aktieninstitut” (DAI) and is committed to strengthening the German and European capital markets.
Kendal Vroman
Chief Transformation Officer, CME Group
Kendal (Ken) Vroman serves as CME Group’s Chief Transformation Officer. He is re-sponsible for overseeing the company’s migration process as part of its 10-year partnership with Google Cloud to transform global derivatives markets through cloud adoption. He also leads the planning and execution function across the or-ganization.
Prior to assuming his current role, he most recently served as Senior Managing Di-rector, International and Optimization Services.
Since joining the company in 2001, Vroman has held a variety of senior leadership roles including Managing Director of Planning and Execution, Global Head of Commodity Products and OTC Solutions, and Managing Director and Chief Corporate Development Officer. Vroman played a key leadership role in integration planning associated with the NEX acquisition in 2018, the CME/CBOT merger in 2007, the historic CME/CBOT clearing agreement in 2003-2004 and the company's initial public offering in 2002.
Before joining the company, he worked as Vice President, Corporate Operations/Chief of Staff to the Chief Executive Officer for marchFIRST Inc. from 1999-2001. At marchFIRST, he handled a variety of executive level project management tasks, including integrating staff and operations during the 2000 merger of US-Web/CKS and Whittman-Hart. Prior to the merger, Vroman served as Principal for Whittman-Hart’s

Serdar Ülker
Deputy Director General, Ministry of Treasury and Finance
Serdar Ülker serves as Deputy Director General at the Directorate General of Financial Markets and Exchange within the Turkish Ministry of Treasury and Finance. He oversees the regulatory framework for Türkiye’s precious metals and stones markets, as well as angel investment and venture capital ecosystems. With over 25 years of senior experience in public finance and financial governance, he has played a leading role in developing Türkiye’s market infrastructure, legislative reforms, and international financial cooperation.
He previously served as Economic Counsellor at the Turkish Embassy in Canada, representing Türkiye in multilateral financial institutions and bilateral economic negotiations. He holds a Master’s degree in Public Management from Carnegie Mellon University (USA) and a Law degree from Ankara University, and is a licensed attorney and certified mediator.
